Management Policy


Within the scope of the development, production and commercialization of PVC (Polyvinyl Chloride) carried out in the industrial area of ​​CIRES in Estarreja, the VCM logistics activities at the Port Reception Facility (IPR) in the Port of Aveiro, the Management Board of CIRES, based on the mission and context of the organization, as well as the specific nature of its risks and opportunities, commits to:


  • Comply with all applicable conformity obligations and meet stakeholders’ expectations regarding quality, safety and occupational health, environment, prevention of serious accidents, value creation, social responsibility, energy efficiency, use and consumption of energy.


  • Continuously improve its management system, in particular the efficiency and effectiveness of its processes, thus insuring the means and promoting the procedures needed to.


  • Achieve the objectives and goals of quality, environment, energy, safety and health at work and prevention of serious accidents.


  • Control the dangers of serious accidents arising from industrial activity, including the planning and management of emergencies and modifications to facilities, as well as information to the surrounding community.


  • Provide safe and healthy working conditions and simultaneously ensure the rehabilitation, monitoring and the betterment of employees’ health, with the aim of preventing work accidents and occupational diseases and wellbeing.


  • Ensure communication, consultation and participation of the employees in relevant matters related to safety and health at work, as well as the risks and environmental aspects associated with the company’s business and activity. 


  • Foster the awareness and competence of employees for the application of best practices, in order to operate and maintain the facilities in a safe condition and guarantee the protection of the environment, including the prevention of pollution and the energy efficiency.



  • Stimulate innovation within the organization, whether in terms of product or service, or in organizational or technological terms, continuing to pursue the efficient use of resources, namely energy, while promoting the decarbonization of processes, having as a major driving force the mitigation of climate changes.


  • Develop the fundamental principles of sustainability in line with Shin Etsu’s ESG (Environment, Social and Governance) policy and the UN Sustainable Development Goals, as well as with what is established in the Charter of Principles of BCSD Portugal (Business Council for the Sustainable Development), of which it is a signatory member. 


  • Actively contribute to the development of the bioeconomy and circularity, providing sustainable products and ensuring that they meet the sustainability requirements defined for the value chain, as established in the ISCC PLUS standard.


  • Promote the achievement of the goals set out in the VinylPlus® 2030 Program, the Voluntary Commitment of the European PVC Industry for the current decade.


  • Actively assume the commitments established in the OCS Program (Operation Clean Sweep®) whose mission is to control and reduce the plastic materials losses to the environment in general and to marine environment in particular.


  • Keep a strong connection to the community, developing a constant proactive attitude of transparency and collaboration, especially through the community panel, PACOPAR.
